Clean Hydrogen Partnership selects 13 Hydrogen Valleys for Project Development Assistance

13 Hydrogen Valleys from 12 countries have been selected for Project Development Assistance (PDA) under the second Call for Applications of the Clean Hydrogen Partnership’s H2V Facility.

PDA 2nd call

The PDA support is one of the three pillars of the Hydrogen Valleys Facility established by the Clean Hydrogen Partnership in 2025. 

Selected from a pool of 23 applications, the 13 beneficiaries represent promising valleys from 10 EU Member States and 2 countries associated with Horizon Europe.

In total, 8 PDA light and 5 PDA plus applicants were selected across the two support programmes: 

  • PDA light (6 weeks): Support for early-stage projects to develop a pre-feasibility concept with two dedicated tracks:
    • EU 13: Hydrogen Valleys in EU 13 Member States
    • EU other and Horizon Europe other: Hydrogen Valleys in other EU Member States or Horizon Europe-associated countries 
  • PDA plus (12 weeks): Modular assistance to advance more mature projects towards feasibility and Final Investment Decision (FID).

The PDA support for the selected beneficiaries will commence in September 2026 following a dedicated scoping phase and the signature of a Declaration of Collaboration. Dedicated PDA Consulting Teams consisting of experts from Roland Berger and its technical partner Worley will provide tailored support to help the selected Hydrogen Valleys advance their projects towards FID. The support will focus on commercial, technical, regulatory and valley governance aspects.

The Second Call brings 7 new countries into the PDA portfolio: Belgium, Croatia, Cyprus, Czech Republic, Finland, Luxembourg, and Romania. Combined with the first Call, the programme now supports 28 Hydrogen Valleys across 18 countries, significantly expanding the geographical reach of the European Hydrogen Valleys ecosystem.

A further Call for Applications for PDA support is currently foreseen to take place in 2027.

About the Project Development Assistance (PDA) 

The Hydrogen Valley Facility, funded by the Clean Hydrogen Partnership, aims to accelerate the development of Hydrogen Valleys in Europe. It supports the European Commission’s goal of having 50 operational or under-construction Hydrogen Valleys by 2030.

The initiative offers three pillars of support:

  1. Project Development Assistance (PDA) – From idea to feasibility and FID.
  2. H2V Knowledge Centre – A platform for sharing best practices and resources.
  3. H2V Platform – A hub for showcasing Hydrogen Valleys with enhanced features.
