Project Development Assistance (PDA) Programme for Hydrogen Valleys
The PDA programme offers tailored expert support services in commercial, technical, regulatory and governance dimensions to advance Hydrogen Valleys across the European Union and in countries associated to Horizon Europe towards the Final Investment Decision (FID). With this Call for Applications, up to 15 PDAs in total (light and plus) will be awarded to eligible projects.
Public and private entities, aiming to develop hydrogen valleys projects, can both be beneficiaries of the PDA. The objective is to help valleys develop a plan to get through their pre-feasibility stage to final investment decision.
Depending on the project’s overall maturity, applications are possible for one of the two PDA tracks:
- PDA light (6 weeks): Support for early-stage projects to build a detailed pre-feasibility project concept.
- PDA plus (12 weeks): Modular assistance to help projects with a concept study in place advance towards the feasibility milestone, including a detailed roadmap to FID.
The call for applications opened on 11 July and the submission deadline was on 19 September.

PDA light beneficiaries
The 9 PDA light benweficiaries were split into two cohorts with the first six-week batch of 4 PDA lights starting on November 10th until Christmas break and the remaining 5 PDA lights starting beginning of January 2026.

The 6 PDA plus Beneficiaries selected started on November 3rd with the PDA support that will run until beginning of February with a total duration of 12 weeks excluding a winter break.

A further Call for Application for PDA support is planned in 2026.
By providing structured expert support free of charge for the Service recipients in Hydrogen Valleys, PDAs will help unlock the full potential of integrated hydrogen projects and contribute to the growth of a strong, connected hydrogen ecosystem.
The PDAs will be carried out by the specialised PDA Service Consultants Roland Berger and Worley that were mandated by the Clean Hydrogen Partnership for these services.
