
The application phase of the first Call for Applications for Project Development Assistance (PDA) for Hydrogen Valleys by the Clean Hydrogen Partnership has successfully ended on 19 September, with a high turnout of incoming applications.
In total, the Clean Hydrogen Partnership received 36 applications for PDA support, from 18 EU and Horizon Europe countries.
Despite the uncertain market situation and the relatively short application period over the summer, the Call for Applications still attracted a large number of highly promising proposals. This outcome represents a major success and highlights the strong interest of both public and private hydrogen project developers in practical project development support.
All received PDA applications are currently being evaluated by an evaluation panel with the results of the evaluation being announced by October.
The start of the PDA support for all selected PDA Beneficiaries is planned for November. Dedicated PDA Consulting Teams consisting of experts from the consulting firm Roland Berger and its technical subcontractor Worley will provide tailored expert assistance to the selected hydrogen projects to advance them towards Final Investment Decision (FID). The PDA support will be focused on commercial, technical, regulatory and valley governance aspects.

With this Call for Applications, up to 15 PDAs in total will be awarded to eligible Hydrogen Valleys in two PDA tracks:
- PDA light (6 weeks): Support for early-stage projects to develop a pre-feasibility concept
- PDA plus (12 weeks): Modular assistance to advance more mature projects towards FID, including a detailed feasibility roadmap
