Hydrogen Valleys PDA Support Drives Progress Towards Investment Readiness

On 6 May 2026, the Clean Hydrogen Partnership published a Results Report on the first wave of Project Development Assistance (PDA) under its Hydrogen Valleys Facility. The programme supported 15 Hydrogen Valley projects across eight EU Member States and three Horizon Europe-associated countries, helping advance project maturity and investment readiness.

Support was delivered through two tracks: nine PDA Light projects (idea-to-concept stage) and six PDA Plus projects (concept-to-feasibility and final investment decision preparation). Delivered by Roland Berger and Worley, assistance covered commercial, technical, regulatory, and governance aspects.
The report highlights significant progress across all projects, including stronger business cases, improved investor engagement, optimised hydrogen production costs, refined CAPEX/OPEX estimates, and better understanding of key regulatory frameworks such as RED III, RFNBO, FuelEU Maritime, and ReFuelEU Aviation.

The publication coincides with the opening of the second PDA call, with applications accepted until 26 June 2026. Further information and application details are available at https://pda.h2v.eu/en.
