€45.4 mn extra funds for FET research on low carbon energy and climate change related technologies in 2019

The European Innovation Council (EIC) Pathfinder Future and Emerging Technologies (FET) Proactive 2019 call budget was increased by EUR 45.4 million, and this budget is ring-fenced for low carbon energy and climate change related technologies. At the same time, the call deadline was postponed to 8 October 2019.

Following discussions with Member State representatives, the Commission is now amending the H2020 EIC Work Programme (WP) for 2019 to update the two FET Proactive topics in the EIC Pathfinder. The changes are expected to be formally adopted and published in the Funding and Tenders online portal by the end of June 2019. The main changes are:

  • The call deadline will be postponed until 8 October 2019.
  • The scope of sub-topic (c) of FETPROACT-EIC-05-2019 "Breakthrough zero-emissions energy generation for full decarbonisation" has been expanded to now include research on novel, advanced technologies for batteries, solar and fuel cells in addition to its previous subject areas. A budget of between € 35.4 million and € 52.4 million will now be reserved for this sub-topic.
  • FET Open and Proactive projects that address the area of low-carbon energy and climate change technologies can now apply to the FETPROACT-EIC-06-2019 transition to innovation activities topic. Between € 10 million and € 13 million will be allocated to projects from this area.

Supporting Region&Cities to launch investments

Webinar on the H2020 topic for “Aggregation - Project Development Assistance” (managed by EASME)

Another interesting call funded by the Horizon 2020 is now open where project promoters can seek Technical Assistance for deploying their energy efficiency and sustainable mobility plans around fuel cells and hydrogen (FCH) : Aggregation - Project Development Assistance (EE-11).

To help you meet the deadline for application (03/09/2019) and provide you with the insights you need to prepare a coherent and competitive project proposal the Executive Agency for Small and Medium-size Enterprises (EASME), in charge of managing this call, is preparing a Webinar on 30 April 2019 from 14:15 to 15:00.

Major features of this call is summarised below:

  • Call for Aggregation - Project Development Assistance (EE-11)
    • Horizon 2020 contribution: between EUR 0.5 and 1.5 million (per project)
    • General scope: Project Development Assistance (PDA) will be provided to public and private project promoters such as public authorities or their groupings, public/private infrastructure operators and bodies, energy service companies, retail chains, large property owners and services/industry. The action will support building technical, economic and legal expertise needed for project development and leading to the launch of concrete investments, which are the final aim and deliverable of the project.
    • Relevant scope for FCH technologies - Proposals should focus on one or more of the following sectors:
      • existing public and private buildings including social housing, with the aim to significantly decrease energy consumption in heating/cooling and electricity;
      • energy efficiency of industry and service;
      • energy efficiency in all modes of urban transport (such as highly efficient transport fleets, efficient freight logistics in urban areas, e-mobility and modal change and shift); and
      • energy efficiency in existing infrastructures such as district heating/cooling and water/wastewater services.
    • Requirements: The proposed small and medium-sized energy investments of at least EUR 7.5 million to EUR 50 million will have to be launched before the end of the action. Investments are expected to leverage by 15 (x15) each Euro of EU support provided under this PDA.

Portugal – Cohesion Fund calls for applications to deploy FCEB and FCmCHP (in public buildings) ending soon

Two interesting calls funded by the Cohesion Fund supported programme in Portugal (POSEUR) are now open but deadlines are approaching fast.

Major features of these calls are summarised below:

  • Call for clean buses and related infrastructure
    • Cohesion Fund budget: EUR 19 million (may be increased)
    • Deadline for applications: 26th October 2018
    • Type of grant: non-reimbursable grant; EUR 200,000 per Fuel Cell Electric Buses (FCEB); 85% of the Hydrogen Refuelling Station (HRS; capped at 30% of the eligible cost)
    • Maximum grant amount per project and beneficiary: EUR 4.75 million

  • Call for energy efficiency in public buildings
    • Cohesion Fund budget: EUR 50 million (may be increased)
    • Deadline for applications: 7th December 2018
    • Typology of investments: installation of micro-generation of electricity and heat (FCmCHP-Fuel Cell micro Combined Heat and Power could fit here), renewable electricity generation for self-consumption (possibly suitable for green hydrogen production via electrolysis) and studies and audits
    • Type of grant: by choice of the beneficiary, the grants may be reimbursable or non-reimbursable
    • Maximum co-funding rate: if reimbursable grant the co-funding rate can reach up to 95%; if non-reimbursable grant, the co-funding rate drops to up to 50%
    • Maximum grant amount per project: EUR 5 million
