Final Report - Project Development Assistance for Regions II – Cohesion Countries, Outermost Regions, and Islands (PDA II)

Building upon previous initiatives, the Clean Hydrogen Partnership presents the final report covering the results of the Project Development Assistance for Regions (PDA for Regions II – Cohesion Countries, Outermost Regions, and Islands). 

The PDA II initiative provided supported a total of 14 different projects from cities and regions in nine different European countries in developing detailed work plans for the implementation of green hydrogen projects. It focused exclusively on Cohesion Countries, Outermost Regions, and Islands.

Thematic publications

In the framework of the PDA II three thematic publications have been prepared in order to complement the consultancy services offered to the regions.

Glidepath for Hydrogen Project Development
This paper outlines the process from project proposal to delivery for a regional hydrogen project, detailing stages from initial proposal to detailed development and final delivery planning. It aims to assist regional hydrogen projects through the PDA II initiative by deltaH2.

EU Policy Support for Hydrogen
Covering EU hydrogen policy developments from 2021 to March 2024, this paper discusses green hydrogen standards, policy objectives, and financial subsidies. It is designed to support regional hydrogen projects as part of the PDA II initiative.

EU Regulations for Hydrogen Projects
This paper details the EU regulations governing hydrogen production, storage, transportation, and dispensing as of March 2024. It aims to help project developers navigate strict regulations and permit application processes, under the PDA II initiative.

Request for information - template
This document summarises the preferred technical specifications for project equipment and requests information from potential suppliers to inform the business case development, with a full procurement exercise expected to follow upon positive development support and funding outcomes.
